10i <br /> <br />RESOLUTION NO. .~2-005 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA CALLING FOR THE FORMATION OF A PROJECT <br />AREA COMMITTEE FOR THE EDUCATIONAL AND COMMUNITY <br />FACILITIES REDEVELOPMENT PROJECT AND ESTABLISHING <br />PROCEDURES THEREFOR <br /> <br />WHEREAS, pursuant to the California Community Redevelopment Law (Health and <br />Safety Code, Section 33000 et seq.), the Planning Commission of the City of <br />Santa Ana has selected the boundaries and approved a Preliminary Plan for the <br />Educational and Community Facilities Redevelopment Project; and <br /> <br />WHEREAS, the California Community Redevelopment Law requires that the City <br />Council call upon the residents and existing community organizations in a <br />redevelopment project area to form a representative Project Area Committee <br />("PAt"), to be approved by the City Council within 90 days after the <br />redevelopment project area is selected. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />AS FOLLOWS: <br /> <br />The City Council hereby calls upon the residents, existing community <br />organizations and businesses within the proposed Educational and <br />Community Facilities Redevelopment Project Area to form a PAC. <br /> <br />The PAt shall be comprised of a maximum of 30 members, and shall <br />include (as required by Section 33385 of the California Community <br />Redevelopment Law) residential owner occupants, residential tenants, <br />businesspersons, and members of existing community organizations within <br />the project area. Only persons who are in one or more of the <br />aforementioned categories are eligible to serve as PAt members and to <br />participate in the selection of the PAt members. <br /> <br />For purposes of the PAt election, the city shall be divided into five <br />geographic areas. City staff shall hold one public meeting in each of <br />the five areas for the purposes of providing information to the <br />aforementioned groups regarding the proposed redevelopment of the <br />project area, PAt formation procedures, and elections. The City staff <br />shall give written notice of the meetings by mailing, delivering, <br />and/or distributing meeting announcements to project area residents, <br />businesses, and community organizations, and shall cause notices of <br />such meetings to be published in the Orange County Register, Miniondas, <br />and Ngoi Vier, newspapers of general circulation. Such notice shall <br />publicize the opportunity to serve on the PAC. <br /> <br />The PAt members representing residents and businesses shall be elected <br />by individuals attending the meeting. Representation from each of the <br />five areas shall be as follows: residential owners--2, residential <br />tenants--l, businesspersons--1. <br /> <br />Representatives from the following organizations shall be appointed by <br />said organizations. <br /> <br /> <br />
