On motion of Councilman Hubbard, seconded by Heinly and carried, the communi- <br />cations were received and filed. <br /> <br />The Council having unanimously waived the reading of the Resolution, on motion of <br />Councilman Hubbard, seconded by Heinly and carried, the following Resolution en- <br />titled: <br /> <br /> "Resolution No. 62-30 expressing the opposition of the City <br /> Council of the City of Santa Ana, California, to United States <br /> Senate Bill 1633 creating a Department of Urban Affairs and <br /> Housing" <br /> <br />! Communication <br />i~Downtown Santa Ana <br />Association <br />Development of cen- <br />tral business area <br /> <br />at cabinet level, was considered and passed by the following vote: <br /> <br />Ayes, Councilmen Royal E. Hubbard, Henry H. Schlueter, <br /> Dale H. Heinly, Bob Brewer, A. A. Hall <br />Noes, Councilmen None <br />Absent, Councilmen None. <br /> <br /> Communication was presented from the Downtown Santa Ana Association submitting Reso <br /> <br />lution of the Board of Directors requesting the City to adopt an appropriate Reso- <br /> <br />lution instructing the City Manager to have a master plan study made for the City <br /> <br />for the development as a headquarters City and to include a specific plan for the <br /> <br />central business core area. On motion of CounciLman Heinly, seconded by Hubbard <br />and carried, the communication was received, filed and the Manager instructed to <br />notify the Downtown Ssnta Ana Association that the City will contribute a design <br /> <br />for the development and improvement of downtown Santa Ana and will adopt any neces- <br /> <br />sary legislature to facilitate the maintenance of downtown Santa Ana, and it is noti <br /> <br />~Communication <br /> American Legion <br />Develop Youth Center <br /> (Use of Fire Station) <br /> <br />the intention of the City Council, as a Government Agency, to undertake to plan for! <br />private enterprise. <br /> <br />Warren K. McCarty, 821 North Lowell, stated he had discussed with the Park Superin-i <br />tendent the matter of using the fire station at 131~ West Third Street by American <br /> <br />Legion Post No. 131, for youth groups sponsored by the American Legion, Boy Scouts, <br />Sons of the Legion, Legion Junior Baseball, and others. On motion of Councilman <br />Heinly, seconded by Hubbard and carried, the communication from Robert Willey, <br /> <br />mander, 29th District, American Legion, Anaheim, submitting Resolution co~m~eading <br />the declaration of intention of Santa Ana Post No. 131, American Legion, to developi! <br />a youth center at the Fire Station, 1314 West Third Street, was received, filed andI <br /> <br />Merit Salary <br />Increases <br /> <br /> Request <br />City Attorney <br />Employ John N. <br />McLaurin <br /> <br />referred to the proper officials for review and recommendation. <br /> <br />On motion of Councilman Hubbard, seconded by Schlueter and carried, the written re- <br />commendation of the Manager, dated January 23, 1962, was approved for salary step <br />increases for 14 employees effective February l, 1962. <br /> <br />On motion of Councilman Hubbard, seconded by Schlueter and carried, the request of <br />the City Attorney was approved, for the employment of John N. McLaurin of Hill, <br />Farrer & Burill, Los Angeles, as special counsel to try Case No. 68793, Santa Ana <br />vs Reed, involving the property along the east side of B~istol Street to the corneri, <br /> <br />Request <br />~Dept. Public Works <br /> "Extra Work Items" <br />Project D-39 <br /> <br />of Seventeenth Street. <br /> <br />On motion of Councilman Hubbard, seconded by Schlueter and carried, the request of <br />the Department of Public Works was approved for "extra work items" in the total <br />amount of $794.50 for 350 tons of rock necessary to construct the channel, in con- <br />nection with Project D-39, construction of a P.C.C. lined storm drain channel be- <br /> <br />~'Request <br />Sale of accumulated <br /> scrap <br /> <br />tween Newhope Street and the C-5 Channel. <br /> <br />On motion of CounciLman Hubbard, seconded by Schlueter and carried, the request of <br />the Purchasing Agent was approved, to sell accumulated scrap on a negotiated basis. <br /> <br /> <br />
