., 245 <br /> <br /> RESOLUTION NO. 92-038 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA DECLARING DISCONTINUANCE OF PHASE I <br /> OF THE MANDATORY WATER CONSERVATION ORDINANCE <br /> TO CONSERVE THE AVAILABLE WATER SUPPLY <br /> <br /> WHEREAS, the City of Santa Ana, a municipal corporation, <br />is empowered to provide service within its boundaries; and <br /> <br /> WHEREAS, precipitation for the current water year has <br />been substantially above normal particularly in the watersheds of <br />the imported water suppliers serving Southern California; and <br /> <br /> WHEREAS, the residents of Santa Ana have achieved a 14.4% <br />reduction in water use since implementation of Phase I of the <br />City's mandatory water conservation ordinance; and <br /> <br /> WHEREAS, the Metropolitan Water District <br />California who imports 25% of our water supply has <br />water rationing effective April 1, 1992; and <br /> <br />of Southern <br />discontinued <br /> <br /> WHEREAS, the Orange County Water District who manages our <br />groundwater basin from which we obtain the other 75% of our water <br />supply, is expected to allow full pumping this year; and <br /> <br /> WHEREAS, adequate water supplies will be available for <br />the coming fiscal year; and <br /> <br /> WHEREAS, the City of Santa Ana has the power and <br />authority to enforce water conservation measures within its <br />boundaries; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that the Executive <br />Director of the Public Works Agency is authorized to discontinue <br />Phase I of the mandatory water conservation ordinance contained in <br />the Santa Ana Municipal Code, Chapter 39, Article VI effective June <br />1, 1992; and <br /> <br /> BE IT FURTHER RESOLVED, that the City of Santa Ana shall <br />urge its residents to maintain a permanent conservation ethic by: <br /> <br /> a. Avoid watering in the hot part of the day and/or during <br /> morning and evening peak hours, and avoid watering on <br /> windy days; <br /> b. Install low-water-using trees and plants and efficient <br /> irrigation systems; <br /> c. Shut off decorative fountains unless a water recycling <br /> system is used; <br />d. Not hose down driveways, sidewalks or other paved <br /> surfaces, except for health or sanitary reasons; <br /> <br /> <br />
