Coordination with Rancho Santiago District <br /> <br />As required by State law, the City provides public <br />notification ofallpropose, d amendments and revisions to <br />its general plan. In addition, for amendments that are <br />deemed to be of general interest to public agencies or <br />property owners, the City duly notices and holds <br />community meetings to receive public comment prior to <br />finalizing a proposed amendment and forwarding a <br />recommendation to Planning Commission and City <br />Council for action. <br /> <br />"Failure of Amended Plan to Conform to the General Plan" <br /> <br />~: The Amendment does not conform to the <br />Land Use Element because the Amendment calls for <br />more development than allowed by the General Plan <br />floor area ratios. <br /> <br />Resnonse: A 1.988 Amendment to. the Land Use <br />Ele/nent estabhshed floor area ratios (FARs) as <br />development limits for nonresidential projects. The FAR <br />is a standard that may be exceeded by actmn of Ci.ty <br />Council. Such an amendment to the general plan ~s <br />typica, lly based upon environmental analysis which <br />identffies and mitigates the potential negative impacts <br />which may result from development at a higher FAR <br />than designated in the Land Use Element. Several such <br />amendments have been approved, and any property <br />owner may request such an amendment. <br /> <br />~: The Amendment does not conform to the <br />Public Facilities Element because the Amendment makes <br />provision for only those public facilities provided by the <br />City a.nd does not address impacts on other public <br />agencies. <br /> <br />.Response: This element is intended to address the <br />impact of the City's grow. th and developm.e, nt on public <br />facilities in general and is not limited to C~ty facilities. <br />.The element acknowledges that while the City has no <br />Jurisdiction over schools, deficiencies in educational <br />facilities are a City concern. The element goes o.n to <br />establish policies that support an impact nutigatmn fee <br />for schools. <br /> <br />~: The Amendment does not conform to the <br />Education Element because the Amendment will impact <br />schools but makes no provision for providing additional <br />educational services and facilities. <br /> <br />19 <br /> <br />I <br /> <br /> <br />
