549 <br /> <br />68. Findinqs by the decision-makinq body. <br /> <br /> No project shall be approved by the decision-making body <br />except upon one or more of the following written findings: <br /> <br /> (a) Changes or alterations have been required in, or incor- <br />porated into, such project which mitigate or avoid the significant <br />environmental effects thereof as identified in the completion of <br />the final EIR. <br /> <br /> (b) Such changes or alterations are within the responsibility <br />and jurisdiction of another public agency and such changes have <br />been adopted by such other agency, or can and should be adopted by <br /> <br />such other agency. <br /> <br /> (c) Specific economic, social, or <br />infeasible the mitigation measures <br />identified in the EIR. <br /> <br />other considerations make <br />or project alternatives <br /> <br />69. Certification. <br /> <br /> Whenever a project for which an EIR has been prepared is <br />approved by the decision-making body, the Environmental Coordinator <br />shall prepare and sign a Certificate, to be attached to the Final <br />EIR, stating that the Final EIR has been completed in compliance <br />with CEQA and the State CEQA Guidelines and that the decision- <br />making body has reviewed and considered the information contained <br />in the EIR prior to the approval of the project. The Environmental <br />Coordinator shall so certify a final EIR only if he determines the <br /> <br />21 <br /> <br /> <br />
