<br />and declare that construction begin without advertising for bids, since it is of
<br />
<br />urgent necessity for the preservation of life, health, and safety. On motion of
<br />
<br />Councilman Hubbard, seconded by Schlueter and carried, the communication was receivl
<br />ed and filed.

<br />The Council having unanimously waived the reading of the Resolution, on motion of
<br />
<br />Councilman Hubbard, seconded by Schlueter and carried, the following Resolution
<br />
<br />entitled:

<br />"Resolution No. 62'83 authorizing construction of a short sanitary
<br />sewer on Fifteenth and King Streets, waiving advertisement for
<br />bids and declaring necessity for the preservation of health"
