RESOLUTION 93-002 007 Pace 5 experienced by the City annually. The proposed limitation on the use of factory-made flex duct in an evaporative cooler supply is necessary to eliminate undue risk of failure as a result of water collecting in the duct. The normal process of cooling air by requiring the air to pass through a continuous flow of water results in the air being saturated with water. Under certain climatic and environmental conditions water may precipitate out of the air and will be deposited throughout a duct system. To supply water for cooling, the evaporative cooler is designed to discharge water around the top perimeter of the interior of the cooler case. The water in Santa Ana has a tendency to leave mineral deposits around each of the water outlets. This frequently results in water being deflected away from the filter rack and into the interior air stream. To compound the problem, during Santa Ana wind conditions even more water may be blown into the air stream. The net effect of one of more of the actions described above has resulted in sufficient water accumulating (pocketing) in a horizontal flexible duct so that a failure occurs and several gallons of water suddenly collapses onto a ceiling. Many dollars in property damage inevitably occurs and the potential for personal injury is fairly obvious. 5.
