145 IV. NO PROJECT ALTERNATIVE The No Project Alternative Would allow the area located within the proposed Enterprise Zone to continue to develop without any assista ,n~e from the California Department of Commerce Enterprise Zone Program. Business development and growth would continue into the future determined mostly by the private sector and the City. ALTERNATIVE FINANCING This alternative would require the City of Santa Aha to seek alternative sources of revenue to fund needed building improvements, business relocations and expansions and other projects. Other sources of revenue the City could consider include infrastructure finance districts, Redevelopment Agency industrial development bonds, community development block grant (CDBG) funds, economic development administration (EDA) funds, assessment districts and county, state and federal assistance and funding programs. REDUCED PROJECT AREA This project alternative would reduce the proposed Enterprise Zone area to a smaller geographical area. In order to reduce the area, commercial and industrial uss would be removed from the Zone. The areas deleted from the proposed zone would have to be those areas that would result in fewer environmental impacts and still meet the objective of the Enterprise Zone program. FINDINGS OF FACT There are three possible findings under CEQA with respect to the significant effects of a project: Finding 1: Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the significant envir- onmental effect identified in the Final EIR. Findinq 2: Such changes or alterations are within the responsibility or jurisdiction of another public agency and not the agency making the finding, such changes have been adopted by such other agency or can and should be adopted by such other agency. Finding 3: Specific economic, social or other considerations make infeasible the mitigation measures or project alternatives identified in the EIR.
