265! <br /> <br />RESOLUTION NO. 93-033 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA PROTESTING STATE CUTBACKS AND <br />INCREASED MANDATES FOR LOCAL GOVERNMENTS. <br /> <br /> WHEREAS, the State of California has experienced severe <br />budget problems over the past three years; and <br /> <br /> WHEREAS, the State Legislature and the Governor have <br />consistently balanced the state budget by reducing levels of <br />funding to local governments; and <br /> <br /> WHEREAS, the city of Santa Ana in 1990-91 was forced to <br />pay; $1,100,000 in new County jail booking fees; $620,000 in new <br />charges for property tax collection and administration; $190,000 <br />due to 50% State reductions in non-parking Court fines and <br />forfeitures; and $365,000 from the city's portion of cigarette <br />taxes; and <br /> <br /> WHEREAS, the City of Santa Ana in 1991-92 witnessed <br />further reductions by the State in the form of; $213,000 from the <br />remaining cigarette tax funds; $1,900,000 from AB 8 property tax <br />revenue; and a $4,564,654 withdrawal from Redevelopment Agency <br />revenues; and <br /> <br /> WHEREAS, the city of Santa Ana will be more severely <br />impacted by the proposed cuts in Governor Wilson's budget which <br />would take; $2,900,000 from the remaining AB 8 property tax <br />revenue; $4,582,272 from additional property tax revenue; and <br />$8,100,000 in redevelopment agency funds; and <br /> <br /> WHEREAS, The city of Santa Ana continues to be inundated <br />by State mandated programs which annually cost the City over $10 <br />million; <br /> <br /> NOW, THEREFORE, be it hereby resolved that the City of <br />Santa Ana demands that the State of California balance its own <br />budget without raiding the treasuries of local governments and <br /> <br />0 <br />0 <br /> <br /> <br />
