RESOLUTION NO. 93-036 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA CERTIFYING THE ENVIRONMENTAL <br />IMPACT REPORT FOR THE MAIN STREET CONCOURSE <br />PROJECT AND ADOPTING FINDINGS REGARDING SUCH <br />PROJECT PURSUANT TO THE CALIFORNIA ENVIRONMEN- <br />TAL QUALITY ACT. <br /> <br /> W~EREAS, Orient Corporation of America, Inc., owns 18.9 acres <br />of real property located at the northeast corner of Main Street and <br />Owens Drive in the City of Santa Ana (hereinafter referred to as <br />the "subject property"); and <br /> <br /> WHEREAS, Orient Corporation of America, Inc. now seeks <br />approval from the city of Santa Ana for development on the subject <br />property, consisting, at a maximum, of 1,537,110 square feet of <br />commercial-office space and 280 residential units (the "Project"); <br />and <br /> <br /> WHEREAS, the approvals sought by Orient Corporation of <br />America, Inc. include a general plan amendment, a change in zoning <br />district designation for the property, a Specific Development Plan <br />to establish zoning regulations governing the Project, a zoning <br />variance and conditional use permit, a tentative subdivision map, <br />and a Development Agreement between Orient Corporation of America, <br />Inc., and the City of Santa Ana to provide Orient Corporation of <br />America, Inc. with certain vested rights with regard to the <br />Project; and <br /> <br /> WHEREAS, an environmental impact report (consisting of a <br />document entitled "Revised Draft Environment Impact Report, Main <br />Street Concourse," dated April 15, 1992, a second document entitled <br />"Main Street Concourse, Response to Comments," dated December 29, <br />1992, and a third document, entitled "Addendum to Revised Draft <br />Environmental Impact Report, Main Street Concourse, SCII #9001049- <br />5," dated April 8, 1993) has been prepared for the Project (the <br />"E.I.R.); and <br /> <br /> WHEREAS, the California Environmental Quality Act and the <br />State CEQA Guidelines require that, prior to any approval of the <br />Project, the city Council must make certain certifications and <br />findings; <br /> <br />0 <br />0 <br /> <br />0 <br /> <br />0 <br /> <br /> <br />
