POLICE PROTECTION <br /> <br />1 · ENVIRONMENTAL EFFECTS <br /> <br />Implementation of the proposed project may increase the incidence <br />of auto theft because of the large number of cars associated with <br />the project and because there are subterranean parking structures <br />proposed for the site. Subterranean parking structures are <br />generally unsupervised, enclosed, and, thus, are considered <br />potential crime areas. According to the Santa Ana Police <br />Department, the addition of residential units at the project site <br />may increase the number of residential burglaries reported in the <br />Santiago District. Other concerns cited by the Police Department <br />include potential crime impacts related to pedestrian paths in <br />Santiago Park and a drain on police manpower due to increased <br />traffic resulting from the proposed project. <br /> <br />An on-site security plan for the proposed project was submitted to <br />the Santa Ana Police Department in July 1991 by Central Security <br />patrol consultants. This document has been reviewed and approved <br />by the Santa Ana Police Department. The plan outlines a security <br />network for the proposed project area which will include a command <br />center staffed by a manager, supervisor, and closed circuit <br />television (CCTV) operator. In addition, security personnel will <br />patrol all areas of the project site, including parking structures, <br />and hotel and office lobby areas. Electronic systems described in <br />the security plan, such as intrusion alarms, CCTV system, and <br />elevator telephones will also help to prevent crime at the project <br />site. Because private security is provided, no significant impacts <br />are anticipated. <br /> <br />FINDINGS <br /> <br />Although the proposed project is not anticipated to cause a <br />significant adverse Smpact, the mitigation measures contained in <br />the Mitigation Monitoring Program as Mitigation Monitoring Program <br />Numbers 131-135 have been incorporated into the project. <br />Substantial evidence supporting this finding is contained in the <br />record at page 4-127 of the Revised Draft EIR. <br /> <br />O, SCHOOLS <br /> <br />1. ENVIRONMENTAL EFFECTS <br /> <br />The residential units on the project site will be served by <br />Fairhaven Elementary School, Portola Middle School and Orange High <br />School. <br /> <br />The Orange Unified School District estimates that the proposed <br />project will generate approximately 39 students (7 in Phase I and <br />32 in Phase II). Of these, 11 will be elementary (K-6) students, <br />17 middle school (7-8), and 11 high school. <br /> <br />28 <br /> <br /> <br />
