ImDacts to the adjacent senior <br />residences and existing residential area are not considered <br />significant because the project will be compatible with City <br />designated land uses in place of a vacant site. <br /> <br />2. FINDXNOS <br /> <br />The mitigation measures contained in the Mitigation Monitoring <br />Program as Mitigation Monitoring Program Numbers 153 through 157 <br />have been required in, or incorporated into, the project and those <br />mitigation measures mitigate or avoid the significant environmental <br />effects identified in this EIR and outlined above. Substantial <br />evidence supporting this finding is contained in the record at page <br />4-153 of the Revised Draft EIR. <br /> <br />3 · UNAVOIDAELE ENVIRONMENTAL EFFECTS <br /> <br />The proposed project would result in the intensification and <br />urbanization of an undeveloped site. The construction of a 32- <br />story office building as well as other planned high rise buildings <br />would result in a significant change of the visual character of the <br />site. Distant views of the mountains to the north and east would <br />be obstructed and is considered an unavoidable adverse impact of <br />the project. <br /> <br />V. RECREATION <br /> <br />1 · ENVXRONMENTAL EFFECTS <br /> <br />The proposed project is designed to achieve a physical and visual <br />link from the project site to Santiago Park to the south. The <br />proposed street linking Main Street and Owens Drive will lead into <br />the park, providing landscaped pedestrian access. The street <br />treatment in the project site will be carried across Owens Drive, <br />creating a visual link between the proposed project and the park. <br />The proposed project includes funding for the enhancement of the <br />existing Santiago Park with additional landscaping consistent with <br />both existing landscaping and landscaping used within the proposed <br />project. Other improvements anticipated within Santiago Park <br />include a baseball diamond, restrooms, renovation of walkways and <br />jogging/par course, security lighting, and other improvements. The <br />City of Santa Ana plans to hold public meetings to determine the <br />appropriate allocation of funds for necessary and desirable park <br />improvements. In addition, the developer will also be responsible <br />for city-wide park acquisition and development fees. <br /> <br />32 <br /> <br /> <br />
