Finding <br /> <br />Finding 1: <br /> <br />Changes or alterations have been required in, or in- <br />corporated into, the project which avoid or substan- <br />tially lessen the significant environmental effect as <br />identified in the final EIIL <br /> <br />Facts in Support of Finding <br /> <br />The significant effect has been substantially lessened to the extent feasible by <br />virtue of the following mitigation measure identified in the Final EIR and <br />incorporated into the project. <br /> <br />10-1 <br /> <br />Prior to the approval of the final Plans, Specifications and Estimates <br />(PS&E), a Utility Protection and Relocation Plan shall be prepared <br />detailing the following: <br /> <br />1.
