'No internal combustion engine <br />will be operated on the project without a muffler. <br /> <br />City of Santa Aha noise level requirements will apply to all equipment <br />on the project or related to the project including, but not limited to, <br />trucks, transit mixers or transient equipment. The use of loud sound <br />signals will be avoided in favor of warning lights, except tho~e re- <br />quired by safety laws for the protection of personnel. <br /> <br />Construction planning shall group noisy operations to avoid continu- <br />ing periods of greater annoyance. <br /> <br />Haul routes and construction staging areas for construction equip- <br />ment and construction related vehicles will be located away from <br />existing residential and other sensitive land uses, where feasible. <br /> <br />Advance notice of temporary, traffic disruptions will be provided ap- <br />proximately one week in advance to affected areas, emergency servic- <br />es, businesses and the public. Tra~c management plans for handling <br />for normal and emergency tra~c during construction shall be pre- <br />pared during final design of the project with input and approval of <br />the secvice provider (e.g., City of Santa Arm Police and Fire Depart- <br /> <br />Advance notice of temporary closure of on-street sidewalks that may <br />be disrupted during project construction shall be provided approxi- <br />mately one week in advance of such closure. <br /> <br />VII. ALTERNATIVES TO THE PROPOSED PROJECT <br /> <br />CEQA Guidelines Section 15126 requires a discussion of reasonable alter- <br />natives to the proposed project or to the location of the project. An EIR <br />need not consider an alternative whose implementation is remote or <br />speculative. <br /> <br />Mtematives to the proposed project are addressed in Chapter 6.0 of the Final <br />EI1L The No Project Alternative is also discussed within each topical subsec- <br />tion of Chapter 3.0 of the Final EI1L The City has considered the project <br />alternatives identified in the Final EIR in approving the project, and makes <br />the following findings with respect to these alternatives. <br /> <br />04/t 1/94(1:'..SNA402'..
