361 <br /> <br />RESOLUTION NO. 94- 021 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA CERTIFYING A FINAL <br />ENVIRONMENTAL IMPACT REPORT FOR THE <br />NORTH HARBOR SPECIFIC PLAN, MAKING <br />CERTAIN FINDING WITH REGARD TO THE <br />ENVIRONMENTAL EFFECTS OF THAT PROJECT, <br />AND ADOPTING A MITIGATION MONITORING <br />PROGRAM FOR THAT PROJECT. <br /> <br />REL :5/9/94. <br /> <br /> WHEREAS, the Executive Director of the Planning and Building <br />Agency has prepared and submitted to the City Council a proposed <br />specific plan (as defined in sections 65451 and 65452 of the <br />Government Code of the State of California) for a portion of Harbor <br />Boulevard and its environs, entitled the "North Harbor Specific <br />Plan," and recommends the amendment by the City Council of the <br />general plan and zoning district amendments of the City of Santa <br />Ana as necessary to adopt the said North Harbor Specific Plan; and <br /> <br /> WHEREAS, an environmental impact report (consisting of a <br />document entitled "North Harbor Boulevard Specific Plan Draft <br />Environment Impact Report" dated August 11, 1992, a second document <br />entitled "Response to Comments Environmental Impact Report (SCH No. <br />90010334) North Harbor Boulevard Specific Plan," dated October 19, <br />1992), and a third document entitled "Final Addendum, North Harbor <br />Boulevard Specific Plan Environmental Impact Report," dated May 6, <br />1994) (the "E.I.R.) has been prepared for the North Harbor Specific <br />Plan and the attendant general plan and zoning district amendments; <br />and <br /> <br /> WHEREAS, the Planning Commission, after duly noticed public <br />hearing on April 11, 1994, recommended in favor of the adoption of <br />the proposed North Harbor Specific Plan and the attendant general <br />plan and zoning district amendments, and likewise recommended <br />certification by the Council of the E.I.R.; and <br /> <br /> WHEREAS, the California Environmental Quality Act and the <br />State CEQA Guidelines require that, prior to any approval of the <br />Project, the city Council must make certain certifications and <br />findings; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. The city council hereby certifies that the E.I.R. has been <br />completed in compliance with the California Environmental <br />Quality Act, and that the E.I.R. has been presented to the City <br />Council, and that the City Council has reviewed and considered the <br />information contained in the E.I.R. prior to approving the Project. <br /> <br /> <br />
