361 RESOLUTION NO. 94- 021 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA CERTIFYING A FINAL ENVIRONMENTAL IMPACT REPORT FOR THE NORTH HARBOR SPECIFIC PLAN, MAKING CERTAIN FINDING WITH REGARD TO THE ENVIRONMENTAL EFFECTS OF THAT PROJECT, AND ADOPTING A MITIGATION MONITORING PROGRAM FOR THAT PROJECT. REL :5/9/94. WHEREAS, the Executive Director of the Planning and Building Agency has prepared and submitted to the City Council a proposed specific plan (as defined in sections 65451 and 65452 of the Government Code of the State of California) for a portion of Harbor Boulevard and its environs, entitled the "North Harbor Specific Plan," and recommends the amendment by the City Council of the general plan and zoning district amendments of the City of Santa Ana as necessary to adopt the said North Harbor Specific Plan; and WHEREAS, an environmental impact report (consisting of a document entitled "North Harbor Boulevard Specific Plan Draft Environment Impact Report" dated August 11, 1992, a second document entitled "Response to Comments Environmental Impact Report (SCH No. 90010334) North Harbor Boulevard Specific Plan," dated October 19, 1992), and a third document entitled "Final Addendum, North Harbor Boulevard Specific Plan Environmental Impact Report," dated May 6, 1994) (the "E.I.R.) has been prepared for the North Harbor Specific Plan and the attendant general plan and zoning district amendments; and WHEREAS, the Planning Commission, after duly noticed public hearing on April 11, 1994, recommended in favor of the adoption of the proposed North Harbor Specific Plan and the attendant general plan and zoning district amendments, and likewise recommended certification by the Council of the E.I.R.; and WHEREAS, the California Environmental Quality Act and the State CEQA Guidelines require that, prior to any approval of the Project, the city Council must make certain certifications and findings; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: 1. The city council hereby certifies that the E.I.R. has been completed in compliance with the California Environmental Quality Act, and that the E.I.R. has been presented to the City Council, and that the City Council has reviewed and considered the information contained in the E.I.R. prior to approving the Project.
