Grading will result in the disruption and compaction of soils previously graded and <br />covered with the former use. <br /> <br />82. <br /> <br />Prior to issuance of grading permits, all plans and calculations for grading, on- <br />site conveyance of drainage and interim erosion control shall be submitted to <br />the Environmental Coordinator, the Public Works Agency and Building Safety <br />Division for Plan Check. <br /> <br />83. <br /> <br />Prior to commencement of grading, qualified geotechnical consultants (soils <br />engineer, engineering geologist, and their representatives) shall be employed <br />for the purpose of observing earthwork procedures and testing the fills for <br />conformance with the recommendations for earthwork and grading set forth in <br />the geotechnical report. <br /> <br />A haul route shall be prepared and approved by the Environmental <br />Coordinator and the Public Works Agency for exported soil material. Haul <br />mutes shall be established, where possible; through non-residential areas so as <br />tO minimize the effects of noise and dust. <br /> <br />85. <br /> <br />Soil or other materials that may be spilled on the roadways from construction <br />operations shall be removed by the project sponsor by the end of each working <br />day, per SCAQMD Rule 403. Also see mitigation measures for air quality <br />impacts. <br /> <br />Hydrology <br /> <br />The project would create insignificant changes in absorption rates, drainage patterns, <br />and the amounts of impervious surfaces on the site. However, the amount of surface <br />runoff is not expected to change significantly. <br /> <br />During construction, portions of the site could be exposed to elements which could <br />cause insignificant erosion. <br /> <br />Prior to the issuance of Certificate of Occupancy of Smith's Superstore, until <br />consmacfion on those pads commences to minimize dust generation, any of <br />building pads A, B, D - H, J or L not under construction, in Building <br />Department Plan Check or it can be shown to the satisfaction of the City that <br /> <br />-28- <br /> <br /> <br />
