133 <br /> <br />R£L:6Jl?/94 <br /> <br />RESOLUTION NO. 94-046 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA PROVIDING FOR THE <br />CLOSURE TO VEHICULAR TRAFFIC OF BAKER <br />STREET IMMEDIATELY TO THE NORTH OF CIVIC <br />CENTER DRIVE BY MEANS OF THE INSTALLA- <br />TION OF CURBS AND SIDEWALKS ON CIVIC <br />CENTER DRIVE AT SUCH LOCATION, AND AU- <br />THORIZING AN AGREEMENT WITH FHP, INC. <br />FOR THE INSTALLATION OF SUCH IMPROVE- <br />MENTS <br /> <br /> WHEREAS, section 21101 of the California Vehicle Code allows <br />a city council to prohibit entry to, or exit from, or both, from <br />any street by means of islands, curbs, traffic barriers, or other <br />roadway design features to implement the circulation element of a <br />general plan, provided such prohibition is consistent with the <br />responsibility of the city to provide for the health and safety of <br />its citizens; and <br /> <br /> WHEREAS, the Circulation Element of the General Plan of the <br />City of Santa Aha has been amended to provide for the closure to <br />vehicular traffic of Baker Street immediately to the north of its <br />intersection with Civic Center Drive, in order to reduce through- <br />traffic in the residential neighborhood abutting Baker Street, in <br />accordance with the objectives of the said Circulation Element; and <br /> <br /> WHEREAS, the City Council hereby finds and determines that <br />such closure of Baker Street at Civic Center Drive promotes the <br />health of safety of the citizens of Santa Ana by its reduction of <br />through-traffic in a residential neighborhood; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. Vehicular entry to Baker Street from Civic Center Drive <br />and exit from Baker Street to civic Center Drive shall be prohibit- <br />ed by the installation of curb and sidewalk in the Baker Street <br />right-of-way on the north side of civic Center Drive and the <br />construction of a cul-de-sac for Baker Street immediately to the <br />north of such installation. <br /> <br /> 2. The Executive Director of the Public Works Agency of the <br />City of Santa Ana is authorized to enter into an agreement with <br />FHP, Inc. to implement the closure of Baker Street as herein <br />described and the other conditions of approval of Tentative Parcel <br />Map No. 93-211. The said Executive Director is further authorized <br />to accept new or amended bonds securing such agreement in accor- <br /> <br /> <br />
