407 <br /> <br />RESOLUTION NO. 95-008 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF SANTA ANA TO <br />DESIGNATE THE ORANGE COUNTY TRANSPORTATION AUTHORITY AS <br />THE METROPOLITAN PLANNING ORGANIZATION FOR ORANGE COUNTY <br /> <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA HEREBY <br />RESOLVES, DETERMINES, AND ORDERS AS FOLLOWS: <br /> <br /> WHEREAS, the federal Intermodal Surface Transportation and <br />Efficiency Act of 1991 (ISTEA) allows for the redesignation of <br />Metropolitan Planning Organizations (MPOs) to better facilitate <br />transportation planning and programming; and <br /> <br /> WHEREAS, the list of duties for the MPO as specified in <br />federal law clearly specify the MPO as a transportation designation <br />without broad ranging authority over other necessary government <br />planning functions, including A-95 review or local land use <br />decision making; and <br /> <br /> WHEREAS, Orange County, California, will become one of the <br />largest Metropolitan Planning Organizations in the United States if <br />it successfully separates from the largest MPO in the United <br />States, the six-county, 38,000 square mile, 15 million constituent <br />agency known as the Southern California Association of Governments <br />(SCAG); and <br /> <br /> WHEREAS, transportation agencies in Orange County, California, <br />have consolidated into a single, countywide transportation <br />authority to increase accountability and to unify transportation <br />operations, transportation planning and transportation decision <br />making; and <br /> <br /> WHEREAS, the consolidated transit and transportation agency in <br />Orange County is known as the Orange County Transportation <br />Authority (OCTA); and <br /> <br /> WHEREAS, the OCTA is well-equipped to serve as the MPO for the <br />sixth largest county in the United States and is well-qualified to <br />serve as the Regional Transportation Planning Agency (RTPAi , the <br />state counterpart to the MPO designation; and <br /> <br /> WHEREAS, state and federal law require careful, continuous <br />coordination among neighboring counties to facilitate better <br />regional planning, a regulation that mandates enhanced cooperation <br />among cities and counties after MPO redesignation occurs: <br /> <br /> NOW, THEREFORE BE IT RESOLVED that the City Council of the <br />City of Santa Ana supports the redesignation of Southern <br />California's Metropolitan Planning Organization and the designation <br />of the Orange County Transportation Authority as the federal <br />Metropolitan Planning Organization and state Regional <br />Transportation Planning Agency for Orange County and supports and <br />encourages appropriate legislation to designate the OCTA as the MPO <br />and RTPA for Orange County. <br /> <br /> <br />
