PROGP~AM DESCRIPTION <br />STOP II will impact gang-related criminal activity in the target neighborhood. <br />Two gang investigators will work in partnership with probation, prosecution, the <br />School District, and the CBO Shortstop to reduce gang-related crime and prevent <br />at-risk youth from entering the gang subculture. <br />8. PROBLEM STATEMENT <br />Santa Ana gangs generate 75% of gang-related crimes in Orange County. Based on the <br />experience and expertise of the Santa Ana Gang Unit, Santa Ana gang members c0a~it <br />approximately 80% of all the crimes that occur in Santa Ana each year. In the <br />earget area alone, that amounted to three h~micides, 123 robberies, 67 felony <br />assaults, and 41 weapons law violations in 1994. STOP II will target 11 hardcore <br />gangs and 975 hardcore gang members in the target area, which is located in the <br />geographical center of Santa Ana. <br />9. OBJECTIVES <br />1. Establish specialized gang violence suppression unit (assign 2 investigators). <br />2. Arrest ar~ prosecute 30 hardcore gang members from the target area. <br />3. Attain a 20% clearance rate on approximately 700 reported gang crimes. <br />4. Idenify two new ga~_s and 100 new gang members, six crime p?tterns and <br />50 investigative leads. <br />5. Support b~rEP Act enhanc~nents durir~ gang crime prosecutions. <br />6. Coordinate with other agencies by attending regular, formal meetings. <br />7.
