<br />The meeting was called to order at 4:00 p.m. by Mayor Hall. Roll call
<br />was answered by Councilmen Hubbard, Schlueter, Gilmore, and Mayor Hall.
<br />Counei]mmn Brewer was absent.
<br />
<br />CLERK'S RESORT The Clerk reported that a copy of
<br /> the Order of Adjournment of the
<br /> regular meeting of January 21, lg63
<br /> to 4:00 p.m., January 28, 1963 was
<br />posted as required by law and that evidence thereof was on file in the Clerk's
<br />office.
<br />
<br />COUNCIL RECESS The Chair recognized Nr. Robert
<br /> Rosenwald, Special Counsel in the
<br /> Newport-Dyer Annexation litigation,
<br /> who asked to meet with the Council
<br /> in executive session. On motion of Councilman Hubbard, seconded by Counci]m-n
<br /> Schlueter and unanimously carried, the Council declared a fifteen minute re-
<br /> cess at 4:05 p.m. The meeting was reconvened at 4:35 p.m. with all Council-
<br /> men present. Counc~lw,~u Brewer also was present and remained throughout the
<br /> remainder of the meeting.

<br />CHARTER AMENDMENTS Council received a report from the
<br /> Charter Review Committee, recom-
<br /> mending changes in twenty-six
<br /> sections of the City Charter, and
<br />the report was received and ordered filed on motion of Councilman Hubbard,
<br />seconded by Councilman Schlueter and unanimously carried. Mr. Thornton, City
<br />Manager, s,mw,-~ized the recommendations and introduced two members of the
<br />Charter Study Committee, Mr. Ellis Diehl and Mr. Milford Dahl.
<br />
<br />It was pointed out by the City Manager that changes in twelve of the sections
<br />were merely changes in the voting procedures of the City Council to provide
<br />for a majority or two-thirds vote that would apply for a legislative group
<br />of five, seven, or nine members. It was moved by Cotu~eilmmu Hubbard, seconded
<br />by Councilman Gilmore, and unanimously carried, that the Council approve the
<br />changes recommended by the committee for Sections lO1.2, 409, 413, 415, 421, 410,
<br />500, 606, 609, 701, 900, and ~O1 of the Charter and instruct the City Attorney
<br />to prepare an appropriate proposition for the April 2, 1963 Municipal Election.

<br />On motion of Councilman Hubbard, seconded by Counc~]m-= Schlueter and unanimous-
<br />ly carried, Council approved the change recommended by the Committee for Section
<br />lOl.1 relative to the number of wards in the City, and instructed the City
<br />Attorney to prepare a ballot proposition.

<br />On motion of Councilman Hubbard, seconded by Councilman Gilmore, and carried,
<br />Council approved the changes recommended by the Committee for Section lO1.3
<br />relative to the determination of population for ward increases, and instructed
<br />the City Attorney to prepare a ballot proposition.

<br />On motion of Councilman Hubbard, seconded by Councilman Brewer, and carried,
<br />Council approved the changes recommended by the Committee for Sections 400
<br />and 401.1 relative to the terms of office and order of filling offices of
<br />Councf]men, and instructed the City Attorney to prepare a ballot proposition.
