017 Cultural Resources Development of land acquired with eminent domain could result in cultural resource impacts if cultural resources are present on the site. Finding 1: Changes or alterations have been required in, or incorporated into, the project which mitigate or avoid the significant effects on the environment. Facts in Support of the Finding The potential significant effect has been substantially lessened to the extent feasible by virtue of the following mitigation measure identified in the Final EIR and incorporated into the project. 1. If City staff: determines during their review of the project that an existing building is historically important, further study and review will be required to determine whether or not 'the building will be impacted by the project. The further study will, in all likelihood, consist of a preliminary historical survey conducted by a recognized person with historical building experience with accompanying conclusions and recommendations. Air Quality Development of land acquired with eminent domain could indirectly encourage or allow new development, Additional development could increase both short and long-term air emissions.
