RESOLUTION NO. 96-05~3 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA SUPPORTING THE MOULTON <br />PARKWAY/EDINGER AVENUE SMART STREET <br />IMPLEMENTATION PLAN <br /> <br /> WHEREAS, the Orange County Transportation Authority (OCTA), in coordination <br />with local agencies, identified several high flow, multi-jurisdictional arterials ("Smart <br />Streets") as one solution to Orange County's congested transportation network; and <br /> <br /> WHEREAS, Moulton Parkway/Edinger Avenue has been designated a Smart Street <br />from Main Street in the City of Santa Aha to Del Prado Avenue in the City of Dana Point; <br />and <br /> <br /> WHEREAS, the City of Santa Ana desires to maintain and improve the streets and <br />roads within its jurisdiction; and <br /> <br /> WHEREAS, the City of Santa Aha supports the Smart Street concept as one <br />method of reducing traffic congestion; and <br /> <br /> WHEREAS, a feasibility study was conducted to identify improvements to alleviate <br />existing and future congestion and safety problems on Moulton Parkway/Edinger Avenue; <br />and <br /> <br /> WHEREAS, analysis of environmental impacts from the Moulton Parkway/Edinger <br />Avenue Smart Street project has been uudertaken to address the effects, mitigation <br />measures, and project alternatives associated with the proposed project as required under <br />state and/or federal law; and <br /> <br /> WHEREAS, local agencies along the Moulton Parkway/Edinger Avenue Smart <br />Street have drafted an implementation plan that will be used as a guide for phasing, <br />funding, and constructing Smart Street improvements; and <br /> <br /> WHEREAS, the Movlton Parkway/Edinger Avemie Smart Street Implementation <br />Plait outlines the roles of the local jurisdictions along the corridor as well as costs and <br />schedules for improvements; and <br /> <br /> WHEREAS, the OCTA Board of Directors will only make Smart Street Program <br />fundiug available to those ageacies which approve the Smart Street Implementation Plait <br />and support the components of the Plan which affect their jurisdiction; and <br /> <br /> WHEREAS, support from all agencies along the Smart Street corridor is critical to <br />the success of the improvements included in the lmplemeutation Plan and will enhance <br />every project in the corridor's opportunity for receiving Smart Street funding from OCTA. <br /> <br /> <br />
