(Does not apply to community-based <br />organizations). <br /> <br />Federal re.rations require qualified recipient agencies of federal <br />financial assistance to prepare an Equal Employment Opportunity <br />Program (EEOP) upon meeting all of the following criteria: <br /> <br />a.
