401 <br /> <br />RESOLUTION NO. 96-090 <br /> <br /> A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA CONCERNING <br />THE STATUS OF THE CIRCULATION ELEMENT <br />FOR THE CITY OF SANTA ANA <br /> <br /> WHEREAS, the City of Santa Aha desires to maintain and <br />improve the streets within its jurisdiction, including those <br />arterials contained in the Master Plan of Arterial Highways (MPA~), <br />and <br /> <br /> WHEREAS, the City of Santa Aha has endorsed a definition <br />of, and a process for, determining consistency of the City's <br />Traffic Circulation Plan with the MPA/q, and <br /> <br /> WHEREAS, the City has adopted a General Plan Circulation <br />Element which does not preclude implementation of the MPAH within <br />its jurisdiction, and <br /> <br /> WHEREAS, the City is required to adopt a resolution every even <br />numbered year informing the Orange County Transportation Authority <br />that the City's Circulation Element is in conformance with the <br />Master Plan of Arterial Highways and whether any changes to any <br />arterial highways of said Circulation Element have been adopted by <br />the City during Fiscal Years 1994-95 and 1995-96, and <br /> <br /> WHEREAS, the City is required to send every even numbered <br />year to the Orange County Transportation Authority all recommended <br />changes to the City Circulation Element and the Master Plan of <br />Arterial Highways for the purpose of requalifying for participation <br />in the Arterial Highway Financing Program and Measure M's Streets <br />and Roads Programs. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA that the City of Santa Aha does hereby inform the <br />orange County Transportation Authority that: <br /> <br /> 1. The arterial highway portion of the City Circulation <br />Element of the City is in conformance with the Master Plan of <br />Arterial Highways. <br /> <br /> 2. The City attests that no unilateral reduction in <br />through lanes has been made on any MPAH arterials during Fiscal <br />Years 1994-95 and 1995-96. <br /> <br /> 3. The City has adopted a uniform setback ordinance <br />providing for the preservation of rights-of-way consistent with the <br />MPAH arterial highway classification. <br /> <br /> <br />
