RESOLUTION NO. 96- 093 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA ESTABLISHING THE <br />ARTESIA PILAR PERMIT PARKING DISTRICT <br /> <br /> WHEREAS, pursuant to Article XI (commencing with Section 36-480) of Chapter 36 of <br />the Santa Aha Municipal Code, the City Council of the City of Santa Aha is authorized to adopt <br />a resolution establishing Permit Parking Districts wherein parking restrictions apply to all <br />vehicles except vehicles which have been issued parking permits pursuant to said Article; and . <br /> <br /> WHEREAS, this Council finds and determines that the Artesia Pilar residential neighbor- <br />hood is in need of a Permit Parking District in order to protect its integrity against excessive on- <br />street parking by residents in multi-family dwelling complexes; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. The Artesia Pilar Permit Parking District is hereby established, to consist of that area <br />of the City of Santa Ana located to the south of 17th Street, to the west of Bristol Street, to the <br />north of 1st Street, and to the east of the Santa Ana River; provided said district shall not <br />include any street on its outer boundary. <br /> <br /> 2. The parking restrictions imposed pursuant to said Article XI and this Resolution shall <br />apply to any block within the Artesia Pilar Permit Parking District only after a petition signed <br />by the owners of seventy-five percent (75 %) or more of the residential lots abutting such block <br />have filed a petition with the Executive Director of the Public Works Agency expressing their <br />desire for such parking restrictions, and after signs indicating the parking restrictions on such <br />block have been erected in accordance with said Article XI. <br /> <br /> 3. No person shall park any vehicle at any time on any portion of any street within the <br />Artesia Pilar Permit Parking District as to which signs have been erected indicating the <br />application of permit parking restrictions, except persons and vehicles exempted from such <br />parking restrictions pursuant to said Article XI and this resolution. <br /> <br /> 4. Permit parking restrictions in the Artesia Pilar Permit Parking District shall not apply <br />to the side of any street adjacent to any non-residential use or to any multi-family use having <br />more than four dwelling units. <br /> <br /> 5. Persons entitled to a permit to park in locations subject to permit parking restrictions <br />pursuant to this resolution inclnde and are li~nited to the following: <br /> <br />(a) <br /> <br />Any person who is licensed to drive a motor vehicle and who resides in a single- <br />family dwelling located in the Artesia Pilar Permit Parking District, provided that <br />not more than three permits may be issued at any one time to the residents of any <br />one such dwelling unit. <br /> <br /> <br />
