417 <br /> <br />RESOLUTION NO. 96-094 <br /> <br />A RESOLUTION OF THE cITY COUNCIL OF THE CITY OF SANTA <br />ANA OPPOSING THE CONSOLIDATION OF THE ORANGE COUNTY <br />WATER DISTRICT WITH ANY WHOLESALE WATER DISTRICT OR <br />DISTRICTS IN ORANGE COUNTY. <br /> <br /> WHEREAS, the Orange County Water District was formed by <br />a special act of the California Legislature over 60 years <br />ago, and; <br /> <br /> WHEREAS, the purpose of the Orange County Water District <br />is to manage the Orange County groundwater basin for the <br />benefit of the users of said groundwater basin, and to <br />protect the water rights of the users of the groundwater <br />basin, and; <br /> <br /> WHEREAS, The cities of Anaheim, Buena Park, Fountain <br />Valley, Fullerton, Garden Grove, Huntington Beach, La Palma, <br />Newport Beach, Orange, Santa Ana, Seal Beach, Tustin, and <br />Westminster; as well as the East Orange County Water <br />District, the Irvine Company, the Irvine Ranch Water <br />District, the Mesa Consolidated Water District, the Santiago <br />County Water District, the Serrano Irrigation District, the <br />Southern California Water Company, and the Yorba Linda Water <br />District are the major users of the Orange County groundwater <br />basin for municipal and agricultural purposes, and; <br /> <br /> WHEREAS, the Orange County Water District has fulfilled <br />its mission exceptionally well for over 60 years, and is <br />recognized world-wide for excellence in managing groundwater <br />resources, and; <br /> <br /> WHEREAS, the users of the Orange County groundwater <br />basin recognize the unique mission of the Orange County <br />Water District, and the past and present excellence and <br />success of the District, and; <br /> <br /> WHEREAS, there have been recent actions and anticipated <br />future actions regarding consolidation of wholesale water <br />districts in Orange County such as proposed legislation, <br />recommendations of the Orange County Grand Jury, and other <br />special studies, and; <br /> <br /> WHEREAS, the users of the Orange County groundwater <br />basin, unanimously concur that the Orange County Water <br />District is not a wholesale water district and has a unique <br />mission that is not duplicative of or redundant to the <br />missions of any other wholesale water district in Orange <br />County, and; <br /> <br /> <br />
