437 <br /> <br />REL: 11/13/96 <br /> <br />RESOLUTION NO. 96-097 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA RECOMMENDING THAT THE COUNTY OF <br />ORANGE MAINTAIN OWNERSHIP OF THE LANDFILL <br />SYSTEM <br /> <br /> WHEREAS, the County of Orange has operated the County landfill <br />system as a regional service benefitting all communities of Orange <br />County; and <br /> <br /> WHEREAS, the landfill system is a public asset and serves the <br />waste disposal needs of Orange County residents and businesses; and <br /> <br /> WHEREAS, the County of Orange has a history of sound environ- <br />mental stewardship of the landfill system; and <br /> <br /> WHEREAS, the Orange County cities, through the Orange County <br />Division of the League of Cities, have adopted a statement of <br />interests and perceived threats (attached) regarding the disposi- <br />tion of the landfill system; and <br /> <br /> WHEREAS, the recent consultant study commissioned by the <br />County regarding the disposition of the landfill system indicates <br />that the system will have long-term capacity as opposed to the <br />dwindling capacity in other Southern California counties. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. That the County of Orange maintain public ownership of the <br />landfill system. <br /> <br /> 2. That the County reinvest additional revenue from out-of- <br />county waste (over and above the $15 million per year needed for <br />bankruptcy recovery) so that Orange County residents and businesses <br />benefit from below-market rates. <br /> <br /> 3. That the County Board of Supervisors authorize County <br />staff to enter into negotiations with city representatives to <br />develop disposal contracts that will guarantee long-term landfill <br />capacity for cities, access to landfills and below-market rates <br />over the term of the contracts. <br /> <br /> 4. That the City of Santa Ana encourages all Orange County <br />cities to adopt a resolution in support of the County maintaining <br />public ownership of the landfill system. <br /> <br /> <br />
