LIGHT AND GLARE <br /> <br />ENVIRONMENTAL EFFECT <br /> <br />The Specific Plan would replace and redevelop existing development, consequently, levels <br />of light and glare emitted in Midtown would generally be similar between existing <br />conditions and after ultimate Specific Plan implementation. <br /> <br />Finding <br /> <br />Changes or alterations have been required in and incorporated into the project which <br />avoid any potential significant effect. <br /> <br />Facts <br /> <br />Prior to final Site Plan Review approval for any future project, the City shall <br />accomplish the following: <br /> <br />Ensure that said proposal is in conformance with appropriate standards and <br />guidelines comained in the Specific Plan, such as provision of sufficient <br />landscape screening, vine pockets, planters, awnings, metal grills, setbacks, <br />etc., and Building Security Ordinances 8-10 and 8-211 of the Santa Ana <br />Municipal Code. <br /> <br />Ensure that sufficient landscaping is provided to screen neighboring <br />buildings and uses from project-generated light and glare to the greatest <br />extent possible. <br /> <br />Ensure that security lighting shall be designed for uniformity of lighting <br />poles, fixtures, and intensity. <br /> <br />Ensure that parking lot and security lighting shall be arranged and shielded <br />to prevent excessive glare and reflection, nuisance, inconvenience, and <br />hazardous interference to adjoining properties. <br /> <br />Ensure that exterior building materials of proposed buildings would not <br />produce excessive reflective glare. A range of 12 to 16 percent material <br />reflectance value is the acceptable standard for measuring reflective glare. <br /> <br />SOILS AND GEOLOGY <br /> <br />ENVIRONMENTAL EFFECT <br /> <br />Implementation of mitigation measures would reduce all geological, erosion, and soil <br />impacts. <br /> <br />FINDINGS OF FACT/MIDTOWN DISTRICT SPECIFIC PLAN/EIR NO. 94-1 10 <br /> <br /> <br />
