<br />A RESOLUTION OF THE CITY COUNCIL OF THE
<br />CITY OF SANTA ANA IDENTIFYING THE CENSUS
<br />TRACTS COMPRISING A "TARGETED EMPLOYMENT
<br />AREA" FOR THE SANTA ANA ENTERPRISE ZONE
<br />
<br /> WHEREAS, on June 8, 1993, an enterprise sons was established in the City
<br />of Santa Ana pursuant to the Enterprise Zone A~t (~vernment Code sections 7070
<br />et seq.) as adopted by the State of Californ£& in 1984; and
<br />
<br /> WHEREAS, in 1996, by Senate Bill No. 2023, the State revised the Enterprise
<br />Zone Act, to provide, commencing on January 1, 1997, among other things, for the
<br />establishment of "targeted employment areas," composed of census tracts having
<br />at least 51% of its residents at low- or moderate-income levels, with the purpose
<br />of encouraging businesses in an enterprise zone to hire eligible residents of
<br />those geographic areas of the city most in need of employment targeting; and
<br />
<br /> WHEREAS, the Enterprise Zone Act, as thus revised, allows the City Council
<br />of the City of Santa Aha to designate those census tracts in the most need of
<br />this employment targeting;
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA
<br />AS FOLLOWS:
<br />
<br /> 1. The following census tracts, lying wholly or partly within the
<br />territorial jurisdiction of the city of Santa Ana, have been designated by the
<br />United States Department of Housing and Urban Development as'having at least 51
<br />percent of their residents of low- and moderate-income levels, and are hereby
<br />identified as those census tracts which are in the most need of employment
<br />targeting pursuant to the Enterprise Zone Act: 740.03, 742, 743, 744.01, 744.03,
<br />745.01, 746.01, 746.02, 747.01, 748.01, 748.02, 748.04, 749.01, 749.02, 750.01,
<br />750.02. 751, 752.01, 752.02, 891.03, and 992.01, and those portions of tracts
<br />744.04, 755.04 and 760 lying within the City of Santa Ana.

<br /> 2. A targeted employment area composed of the above-specified census
<br />tracts and having the boundaries created by grouping the said census tracts
<br />together, as shown on Exhibit A, attached hereto and incorporated herein, is
<br />hereby approved, effective January 1, 1997.
