073 <br /> <br />Finding 1: <br /> <br />Changes or alterations have been required in, or incorporated into, the project which <br />avoid or substantially lessen the Significant environmental effect identified in the <br />Final EIR. <br /> <br />Facts in Support of the Findings <br />Traffic signal warrant analyses were performed that take into consideration aspects of safety in <br />relation to turning movements. Although under Phase I conditions driveway fails to satisfy the <br />Minimum Vehicular warrant, it does narrowly satisfy the Interruption of Continuous Traffic warrant. <br />Upon, completion of Phase Il, the intersection satisfies the Interruption of Continuous Traffic <br />warrant and meets the 80% criteria for Minimum Vehicular warrant. The following mitigation <br />measures will reduce the potential impacts to levels that are less than significant. <br /> <br />For Phase l, a stop sign and raised pavement markers shall be installed at the project entrance <br />allowing right-turn out and left-turn in access. <br /> <br />For Phase II, the applicant shall install a traffic signal at the intersection of thc project <br />driveway and Main Street and re-stripe the project entrance to one lane in and two lanes out. <br /> <br />Significant Effect <br /> <br />There is a lack of adequate bus parking onsite, which may result in the intrusion of bus parking into <br />surrounding properties and neighborhoods. <br /> <br />Findings <br /> <br />Finding 1: <br /> <br />Changes or alterations have been required in, or incorporated into, the project which <br />avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR. <br /> <br />Facts in Support of the Finding <br />The site is currently deficient in bus parking. Based on estimates of the number and composition of <br />visitors to the project, five to six buses in Phase I, and 12-14 buses in Phase Il are anticipated to visit <br />the site daily. Buses will need to load and unload passengers onsite, and park offsite. The following <br />mitigation measures will reduce the potential impacts to less than significant levels: <br /> <br />1.
