068 <br /> <br />1997. <br /> <br />Record of the City of Santa Ana City Council public hearing held on April 21, 1997. <br /> <br />There are three possible findings under CEQA with respect to the significant effects of a project: <br /> <br />Finding 1: <br /> <br />Changes or alterations have been required in, or incorporated into, the project which <br />avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR. <br /> <br />Finding 2: <br /> <br />Such changes or alterations are within the responsibility or jurisdiction of another <br />public agency and not the agency making the finding. Such changes have been <br />adopted by such other agency or can and should be adopted by such other agency. <br /> <br />Finding 3: <br /> <br />Specific economic, social or other considerations make infeasible the mitigation <br />measures or project alternatives identified in the EIR. <br /> <br />At~er reviewing the Final EIR and the public record on the Plan, the City of Santa Ana hereby makes <br />the findings in Sections V, VI, and VII, regarding the significant effects of the proposed Discovery <br />Science Center, pursuant to Section 15091 of the State CEQA Guidelines. <br /> <br />EFFECTS DETERMINED TO BE MITIGABLE TO A LESS THAN SIGNIFICANT <br />LEVEL <br /> <br />GEOLOGY <br /> <br />Significant Effect <br /> <br />The proposed Project may be exposed to potential ground subsidence. <br /> <br />Finding <br /> <br />Finding 1: <br /> <br />Changes or alterations have been required in, or incorporated into, the project which <br />avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR. <br /> <br />Facts in Support of the Findine <br />According to the City General Plan (The Arroyo Group, 1982), and Midtown District Specific Plan <br />Program EIR (Morita and Katagi 1996), subsidence does not appear to be a problem in the area. <br />However, a field evaluation has not been conducted for the soils on site.
