For such items for which a regular established price is unavailable, the <br />Department Head, in collaboration with the Director of Finance & Management Services, may establish <br />a price consistent with the cost of printing and preparation thereof. The Director of Finance & Management <br />Services shall report such e~ceptions to the City Manager. It shall be the responsibility of the City Manager <br />to review costs annually and make such recommendations to the City Council as required to keep the charges <br />consistent with the costs.
