2G5 RESOLUTION NO. 97-032 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND THE CURRENT ANNq3AL BUDGET TO DELETE ONE VACANT SENIOR PARKING CONTROL OFFICER POSITION AND ONE VACANT PARKING CONTROL OFFICER POSITION AND ADD TWO COMMUNITY PRESERVATION INSPECTOR POSITIONS. WHEREAS, On June 16, 1997 the City Council passed and adopted Ordinance No. NS-2327, which establishes the City's budget, authorizing position allocations for Fiscal Year 1997-98, and which sets forth the requirement that alteration of the allocations of authorized positions be reviewed and approved by the City Council; and WHEREAS, through their Neighborhood Associations, City residents have become more knowledgeable and proactive in reporting inoperative vehicles to the Community Preservation Division of the Planning and Building Agency; and WHEREAS, it is now proposed by the Police Chief and the Executive Director of the Planning and Building Agency that administration and enforcement of the City's vehicle abatement program be transferred from the Police Department to the Planning and Building Agency; and WHEREAS, through adoption of Ordinance No. NS-2331, the City Council has given the Executive Director of the Planning and Building Agency and his/her designees the authority to administer and enforce Vehicle Abatement duties, including the authority to enter upon private or public property to remove or cause removal of a vehicle or parts thereof declared to be a nuisance; and WHEREAS, with this transfer of Vehicle Abatement duties, two positions in the Police Department (one new, unfilled Senior Parking Control Officer and one vacant Parking Control Officer position) are no longer needed; and two additional positions will now be required to assume these duties in the Community Preservation Division of the Planning and Building Agency; and WHEREAS, it is now desired to amend the Fiscal Year 1997-98 budget in order to effect these changes. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: 1. That the Annual Budget for Fiscal Year 1997-98, as amended, be hereby further amended by: a. deleting one vacant Senior Parking Control Officer position and one vacant Parking Control Officer position from Police Department/Traffic Section account no. 11-333.
