307 <br /> <br />RESOLUTION NO. 97-042 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA <br />ANA SUPPORTING METROPOLITAN WATER DISTRICT OF SOUTHERN <br />CALIFORNIA. <br /> <br /> WHEREAS, the imported water supply for the City of Santa Ana <br />is provided by the Metropolitan Water District of Southern <br />California (Metropolitan); and <br /> <br /> WHEREAS, as a major source of imported water supply .that <br />Metropolitan provides comes from the Colorado River Aqueduct; and <br /> <br /> WHEREAS, the future need for reliable, high quality water <br />supplies for all of Southern California can only be met by the <br />efficient use of water resources; and <br /> <br /> WHEREAS, important policies and plans are being formulated <br />which could impact the long-term reliability and cost of Colorado <br />River supplies available to Southern California and the City of <br />Santa Ana; and <br /> <br /> WHEREAS, one of the policy issues is in regard to the San <br />Diego County Water Authority's proposed water transfer of 200,000 <br />acre-feet per year with Imperial Irrigation District, and San <br />Diego's proposal to use dedicated capacity of Metropolitan's <br />regional delivery system to transport said transfer; and <br /> <br /> WHEREAS, other important policy issues include determination <br />of reasonable and beneficial agricultural water use, operating <br />criteria for Colorado River reservoirs, quantification of <br />agricultural entitlements, and fair market for water transfers; <br />and <br /> <br /> WHEREAS, Metropolitan has put forth a proposal for a <br />California Plan that would ensure a full Colorado River Aqueduct <br />maximizing existing supplies, making necessary investments in <br />water transfers and storage, and resolving long-standing <br />entitlement issues; and <br /> <br /> WHEREAS, Metropolitan's proposal would allow for marketing <br />of water, provided that it does not harm the economy, water <br />reliability, and water quality for Southern California and the <br />City of Santa Ana. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the City of Santa Ana hereby <br />supports Metropolitan's efforts to secure a reliable, low-cost <br />supply for the Colorado River Aqueduct which would avoid serious <br />impacts to the economy of Southern California, and supports a <br />regional solution that will not lead to increases in the water <br />rates for the citizens of the City of Santa Ana. <br /> <br /> <br />
