'7 <br /> <br />RESOLUTION NO. 98-004 <br /> <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA <br />ANA SUPPORTING THE IMPOSITION OF A $1.00 FEE BY <br />COUNTY OF ORANGE ON VEHICLE REGISTRATIONS AND <br />RENEWALS TO FUND IMPROVEMENTS TO THE CALIFORNIA <br />IDENTIFICATION (CAL-ID) REMOTE ACCESS NETWORK <br /> <br /> WHEREAS, pursuant to legal authorization, Orange County operates a <br />County-wide Automated Fingerprint Identification System known as "Cai-ID"; <br /> <br /> WHEREAS, Cai-ID greatly enhances <br />the County to investigate crimes, <br />efficiently and accurately to identify ( <br /> <br />of all police agencies in <br /> and victims; <br /> <br />WHEREAS, the <br /> <br />data submitted by <br />near capacity <br />2000; <br /> <br /> Id, uses 16-year <br /> the <br /> ~ disrepair, is <br />retive in the year <br /> <br /> WHEF <br />to a User's <br />provides ti <br />supplemented by <br /> <br /> is funded pursuant <br /> and the cities in the County, which <br /> 'an earmarked penalty assessment is <br />the County and the cities; <br /> <br /> WHEREAS, the earmarked penalty assessment generates insufficient <br />revenue to cover the current costs of operating the Cai-ID system; <br /> <br /> WHEREAS, no funding source has been identified for replacement or <br />upgrading of the current Cai-ID system; <br /> <br /> WHEREAS, Statutes 1997, Chapter 587, Section 1 gives the Orange <br />County Board of Supervisors the option of implementing in Orange County a $1 <br />per vehicle fee on vehicle registrations, renewals and supplemental applications <br />for app.ortioned registrations; <br /> <br /> WHEREAS, upon the rec. ommendation of the Remote Access Network <br />Board, in which this city participates, the proceeds of said fee must be used <br />exclusively for the purchase and operation of new Cai-ID automated fingerprint <br />identification equipment to identify individuals involved in vehicle-related crimes <br />and other crimes committed while operating a motor vehicle; <br /> <br /> <br />
