129 <br /> <br />RESOLUTION NO. 98-020 <br /> <br />A RESOLUTION OF THE CITY cOLrNCIL OF THE CITY OF SANTA ANA IN <br />SUPPORT OF INCREASED FUNDING FOR FISCAL YEAR 1998-1999 FOR THE <br />ARMY CORPS OF ENGINEERS CIVIL WORKS CONSTRUCTION PROGRAM <br /> <br /> W~EREAS, the Santa Aha River in Orange County, <br />recognized by the federal government as the worst <br />west of the Mississippi River; and <br /> <br />California is <br />flood threat <br /> <br /> WHEREAS, the Santa Aha River Mainstem Project ("Mainstem <br />Project") has been planned and under construction for the past 10 <br />years by the Army Corps of Engineers; and <br /> <br /> WHEREAS, if adequate funding as requested by the Army Corps <br />of Engineers is not provided, the existing construction will take <br />many years to complete, placing the program's widespread benefits <br />in considerable jeopardy; and <br /> <br /> WHEREAS, without the completion of the Mainstem Project, <br />millions of residents within the floodplain of the Santa Aha <br />River will remain subject to the perils of disastrous flood that <br />could cause the loss of 3,000 lives and property damage amounting <br />to $15 billion; and <br /> <br /> WHEREAS, floods from the Santa Aha River could destroy <br />interstate transportation facilities, railroads and highway, and <br />have long term effects on business activities on a national <br />level; and <br /> <br /> WHEREAS, the lack of adequate funding for the construction <br />of the Mainstem Project will increase the probable commitment of <br />FEMA funding and long term insurance requirements. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA THAT, Congress is urged to provide funding in <br />Fiscal Year 1998-1999 to allow the Army Corps Construction <br />Projects to proceed as planned and complete the construction of <br />ongoing projects in a timely manner. <br /> <br /> <br />
