137 <br /> <br />RESOLUTIONNO. 98- 2~ <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA OPPOSING PROPOSITION 226. <br /> <br /> WHEREAS, Proposition 226 on the June 1998 ballot proposes to amend State Law to <br />require labor unions and other employee bargaining units to obtain annual written approval by <br />individual members before the unions could expend members' dues for political activities; and, <br /> <br /> WHEREAS, Proposition 226 would require union members' employers, including the City <br />of Santa Ana, to establish new payroll deduction and records maintenance procedures; and, <br /> <br /> WHEREAS, Proposition 226 does not clearly limit these employee deductions specifically <br />to union dues, thereby theoretically encompassing all employee deductions; and, <br /> <br /> WHEREAS, the State Controller has estimated that compliance with Proposition 226 would <br />cost the State up to $2 Million annually, and would impact local government proportionally; and, <br /> <br /> WHEREAS, the Board of Directors of the League of California Cities has gone on record <br />opposing Proposition 226 in light of the increase administrative burdens of Proposition 226; and, <br /> <br /> WHEREAS, Proposition 226 would adversely affects the interests of the taxpayers of the <br />City of Santa Ana by increasing the City's costs of doing business thereby potentially adversely <br />affecting levels of service. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AS FOLLOWS: <br /> <br /> That the City Council of the City of Santa Ana hereby opposes Proposition 226, <br /> <br /> ADOPTED this ~Jnday of <br />ATTEST: <br /> <br />May <br /> <br /> ,1998. <br /> <br />t~MMagyUel A.
