MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />May 6, 1963 <br /> <br />The meeting was called to order at 7:30 p.m. Roll call was answered by <br />Councilmen Hubbard, Harvey, Gilmore, Schlueter, and Mayor Hall. Following <br />the Pledge of Allegiance to the Flag, the Invocation was delivered by the <br />Reverend Jack Pettigrew, Associate Minister of the First Christian Church. <br /> <br />MINUTES On motion of Councilman Hubbard, seconded <br /> by Councilman Schlueter and carried, the <br /> Council approved the minutes of the <br /> Regular Meeting of April l, 1963, the <br />Adjourned Regular Meeting of April 9, 1963, the Regular Meeting of April <br />15, 1963, and the Special Meeting of April 25, 1963. <br /> <br />EUCLID AVENUE On motion of Councilman Hubbard, seconded <br />RECONSTRUCTION by Councilman Schlueter and carried, <br /> Council extended the bid opening date to <br /> May l~, 1963 for the reconstruction of <br />Euclid Avenue between Roberts Drive and Bolsa Avenue, Project 129. <br /> <br />APPEAL Councilman Gilmore disqualified himself <br /> in the following matter and left the <br /> Council Chamber. Mayor Hall opened the <br /> hearing on Variance Application 1753 <br />filed by Charles P. Rumell, appealing denial of variance by Planning <br />Commission to construct a four unit, two-story apartment building on the <br />rear of R i property at 926 Orange. <br /> <br />The Clerk reported that notice of the hearing was given as required by law <br />and that no written protests or objections had been received. Council <br />heard testimony from the applicant who cited setbacks and parking arrange- <br />ments of surrounding properties. There being no further testimony, the <br />hearing was closed. <br /> <br />It was moved by Councilman Harvey, seconded by Councilman Hubbard and carried, <br />that the Council overrule the action of the Planning Co~mnission and instruct <br />the City Attorney to prepare a resolution grantin~ subject to applicable <br />conditions, Variance 1753. <br /> <br />HEARING - VA 175~ <br />ELKS ASSOCIATION <br /> <br />Councilman Gilmore returned to the Council <br />Chamber and resumed his seat at the <br />Council table. <br /> <br /> Mayor Hall opened the hearing on Appeal <br /> No. 81, filed by the Public Works <br /> Director, objecting to conditions ~ (e)~ <br /> 3 (d), and 5 (a) (b) (c), imposed by the <br />Planning Commission in its approval of Variance Application No. 175~. <br /> <br />Council heard a statement by the City Manager, representing the appellant, <br />explaining the conflict in the conditions and requesting that a twenty-one <br />foot dedication along First Street be required at the present time. Roy <br />Giordano, 310 N. Main Street, represented the applicant, submitting that <br />the present plans of the City did not require an immediate dedication, but <br />the acceptance by the City of a continuing offer of dedication at such time <br />as the taking would be required for street widening.
