MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA May 6, 1963 The meeting was called to order at 7:30 p.m. Roll call was answered by Councilmen Hubbard, Harvey, Gilmore, Schlueter, and Mayor Hall. Following the Pledge of Allegiance to the Flag, the Invocation was delivered by the Reverend Jack Pettigrew, Associate Minister of the First Christian Church. MINUTES On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, the Council approved the minutes of the Regular Meeting of April l, 1963, the Adjourned Regular Meeting of April 9, 1963, the Regular Meeting of April 15, 1963, and the Special Meeting of April 25, 1963. EUCLID AVENUE On motion of Councilman Hubbard, seconded RECONSTRUCTION by Councilman Schlueter and carried, Council extended the bid opening date to May l~, 1963 for the reconstruction of Euclid Avenue between Roberts Drive and Bolsa Avenue, Project 129. APPEAL Councilman Gilmore disqualified himself in the following matter and left the Council Chamber. Mayor Hall opened the hearing on Variance Application 1753 filed by Charles P. Rumell, appealing denial of variance by Planning Commission to construct a four unit, two-story apartment building on the rear of R i property at 926 Orange. The Clerk reported that notice of the hearing was given as required by law and that no written protests or objections had been received. Council heard testimony from the applicant who cited setbacks and parking arrange- ments of surrounding properties. There being no further testimony, the hearing was closed. It was moved by Councilman Harvey, seconded by Councilman Hubbard and carried, that the Council overrule the action of the Planning Co~mnission and instruct the City Attorney to prepare a resolution grantin~ subject to applicable conditions, Variance 1753. HEARING - VA 175~ ELKS ASSOCIATION Councilman Gilmore returned to the Council Chamber and resumed his seat at the Council table. Mayor Hall opened the hearing on Appeal No. 81, filed by the Public Works Director, objecting to conditions ~ (e)~ 3 (d), and 5 (a) (b) (c), imposed by the Planning Commission in its approval of Variance Application No. 175~. Council heard a statement by the City Manager, representing the appellant, explaining the conflict in the conditions and requesting that a twenty-one foot dedication along First Street be required at the present time. Roy Giordano, 310 N. Main Street, represented the applicant, submitting that the present plans of the City did not require an immediate dedication, but the acceptance by the City of a continuing offer of dedication at such time as the taking would be required for street widening.
