~83 <br /> <br />RESOLUTION NO. 98- 0 6 9 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF SANTA ANA <br />EXPANDING THE DUTIES OF THE SANTA ANA VOLUNTEERS <br />FOR EXCELLENCE TO ENFORCE DISABLED PARKING <br />STATUTES <br /> <br /> WHEREAS, California Vehicle Code § 22507.9 provides and permits the establishment of a <br />special enfomement unit for the purposes of providing adequate enforcement of disabled parking statutes <br />and local ordinances; and <br /> <br /> WHEREAS, this statute provides that members of such a special enforcement unit may issue <br />notices of parking violations for violations of disabled parking statutes and local ordinances; and <br /> <br /> WHEREAS, the statute further provides that the members of such a special enforcement unit shah <br />not be peace officers and shall not make arrests in the course of their official duties; and <br /> <br /> WHEREAS, the use of civilian volunteers, the Santa Ana Volunteers for Excellence ("SAVE"), <br />will supplement the current enforcement performed by City parking control officers; and <br /> <br /> WHEREAS, a specific training program will be developed for the SAVE volunteers so that they <br />may identify any improperly marked disabled parking spaces and issue parking citations for violations of <br />disabled parking restrictions, under the assistance and guidance of sworn personnel and/or a Parking <br />Control Supervisor; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, AS FOLLOWS: <br /> <br /> 1. The Chief of Police is hereby authorized to expand the duties of the Santa Ana Volunteers for <br />Excellence unit to enfome disabled parking restrictions pursuant to the provisions of California Vehicle <br />Code § 22507.9. <br /> <br />ADOPTEDthis 5th dayof Octobor <br /> <br />,1998. <br /> <br />ATTEST: <br /> <br />Mig~el A.
