219 <br /> <br />RESOLUTION NO. 1999- O35 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA CONCERNING THE STATUS OF THE <br />CIRCULATION ELEMENT FOR THE CITY OF SANTA ANA <br /> <br /> WHEREAS, the City of Santa Ana desires to maintain and improve the <br />streets within its jurisdiction, including those arterials contained in the Master <br />Plan of Arterial Highways (MPAH); and <br /> <br /> WHEREAS, the City of Santa Ana has endorsed a definition of, and a <br />process for, determining consistency of the City's Traffic Circulation Plan with <br />the MPAH; and <br /> <br /> WHEREAS, the City has adopted a General Plan Circulation Element <br />which does not preclude implementation of the MPAH within its jurisdiction; <br />and <br /> <br /> WHEREAS, the City is required to adopt a resolution every even <br />numbered year informing the Orange County Transportation Authority that the <br />City's Circulation Element is in conformance with the Master Plan of Arterial <br />Highways and whether any changes to any arterial highways of said <br />Circulation Element have been adopted by the City during Fiscal Years 1998- <br />1999 and 1999-2000; and <br /> <br /> WHEREAS, the City is required to send every even numbered year to the <br />Orange County Transportation Authority all recommended changes to the City <br />Circulation Element and the Master Plan of Arterial Highways for the purpose <br />of requalifying for participation in the Combined Transportation Funding <br />Programs. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA that the City of Santa Ana does hereby inform the Orange <br />County Transportation Authority that: <br /> <br /> A. The arterial highway portion of the City Circulation Element of the <br />City is in conformance with the latest Master Plan of Arterial Highways. <br /> <br /> B. The City attests that no unilateral reduction in through lanes has <br />been made on any MPAH arterials during Fiscal Years 1998-1999 and 1999- <br />2000, <br /> <br /> <br />
