237 <br /> <br />RESOLUTION NO. 19 9 9-0 3 8 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA ESTABLISHING THE APPROPRIATIONS <br />LIMIT OF THE CITY OF SANTA ANA FOR FISCAL YEAR <br />1999-2000. <br /> <br /> WHEREAS, Article XIIIB of the Constitution of the State of California imposes upon units <br />of State and local government the obligation to limit each fiscal year's appropriations in fiscal year <br />1978-79 as adjusted for inflation and population; and <br /> <br /> WHEREAS, the provisions of Proposition 111 and SB88 (Chapter 60/90) implemented <br />revised annual adjustment factors to be applied to the 1986-87 limit and each year in between in <br />order to calculate the 1999-2000 limit; and <br /> <br /> WHEREAS, the City of Santa Aha has opted to use as the inflation adjustment factor, the <br />percentage change in the California per capita personal income; and <br /> <br /> WHEREAS, the City of Santa Ana has opted to use as the population adjustment factor, the <br />County's own population growth; and <br /> <br /> WHEREAS, Division 9 of Title I of the Government Code of the State of California, as <br />enacted by 1980 Statutes, Chapter 1205, effective January 1, 1981, directs the governing body of <br />each local jurisdiction each year; and <br /> <br /> WHEREAS, the Executive Director, Finance and Management Services of the City of Santa <br />Aha has determined the City's appropriation limit for fiscal year 1999-2000 in accordance with the <br />said provisions of the Constitution and laws of the State of California and the documentation used <br />in said determination has been available to the public since June 30, 1999 in the office of the <br />Executive Director, Finance & Management Services; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana that, <br />based upon the above said documentation, the appropriation limit of the City of Santa Arm for fiscal <br />year 1999-2000 is hereby found and determined to be $486,346,728. <br /> <br /> <br />
