~333 <br /> <br />RESOLUTION NO. <br /> <br />1999r050~ <br /> <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />SUPPORTING MULTI-OBJECTIVE SANTA ANA RIVER WATERSHED PROGRAMS <br />AND ACTIVITIES TO SECURE FUNDS <br /> <br /> WHEP~FJ~S, the water resources of California are limited and a <br />great need exists for additional water storage; and <br /> <br /> WHEREAS, the CALFED process and the Colorado River 4.4 Plan <br />may limit the availability of water imports to Southern California <br />during dry years; and <br /> <br /> WHEREAS, · The Santa Ana Watershed Project Authority has <br />developed programs that will provide basin water banking to store <br />up to 1.4 million acre-feet of groundwater storage~ thereby <br />reducing dependence on imported water and resulting in surface <br />storage facilities, create 400,000 acre-feet (AF) of dry year <br />storage; and provide contaminant removal and cleanup'of water <br />needed for recharge or direct use thereby creating over 100,000 AF <br />of additional annual water supply by using reclamation and <br />desalting in Orange County, San Jacinto, or other basins in the <br />watershed; and <br /> <br /> WHEREAS, these programs also provide watershed restoration <br />benefiting water supply and water quality, while improving habitat <br />in the watershed and alleviating impacts of significant native <br />habitat loss, wetlands, and open space due to urban development and <br />non-native plant species such as Arundo donax and will provide <br />water conservation and efficiency to decrease dependence on water <br />imported into the watershed by funding projects that implement best <br />management practices to conserve valuable water resources; and <br /> <br /> WHEREAS, these programs will provide flood control and <br />management to solve flooding and drainage problems in areas of <br />heavy agriculture that have endangered livestock and property and <br />degraded surface water; and <br /> <br /> WHEREAS, these programs will provide improvements to the Lake <br />Elsinore and San Jacinto Watersheds and to the water quality of <br />Lake Elsinore, assistance to local communities with flood control <br />deficiencies in Bautista Creek, and support for other agencies to <br />implement water treatment programs for Lake Elsinore consistent <br />with the State's unmet funding obligations; and <br /> <br /> WHEREAS, Santa Aha Watershed Project Authority programs will <br />require significant capital funds from general obligation bonds, <br />loans, grants or other local, state and federal funds to provide <br />funding for coordinated water supply, water quality, and habitat <br />improvement projects in the Santa A na Watershed. <br /> <br /> <br />
