45 <br /> <br />RESOLUTION NO. 2000-013 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA OPPOSING THE SAFE AND <br />HEALTHY COMMUNITIES INITIATIVE, MEASURE F <br />ON THE MARCH 7, 2000 ORANGE COUNTY <br />BALLOT. <br /> <br /> WHEREAS, Orange County Measure F on the March 7, 2000 ballot proposes to <br />amend Orange County law to require two-thirds of County voters to approve the design or <br />construction of, among other things, any new county jail, or the expansion of any existing <br />jail; and, <br /> <br /> WHEREAS, the Orange County Sheriff has advised the County Board of <br />Supervisors that if the initiative is enacted, "the County's ability to provide adequate...jail <br />beds.., to convicted criminals will be made much more difficult and public safety and <br />quality of life in Orange County will be diminished"; and, <br /> <br /> WHEREAS, existing county jails in Santa Ana and Orange are heavily impacted by <br />inadequate space, and Measure F will hamper County efforts to systematically address jail <br />facility needs; and, <br /> <br /> WHEREAS, Measure F represents divisive politics pitting one region of the County <br />against another; and, <br /> <br /> WHEREAS, Measure F is poor public policy which unduly restricts the role of <br />representative government and places control of regional decisions in hands of a minority <br />of the people; and, <br /> <br /> WHEREAS, Measure F does not offer any solutions to difficult regional <br />infrastructure issues including jails. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA AS FOLLOWS: <br /> <br /> That the City Council of the City of Santa Ana hereby opposes the Safe and <br />Healthy Communities Initiative, Measure F on the March 7, 2000 Orange County Ballot. <br /> <br />Resolution No. 2000-013 <br /> Page 1 of 2 <br /> <br /> <br />
