121 <br /> <br />RESOLUTION NO. 2000-031 <br /> <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AFFIRMING MINIMUM CONTRACTUAL <br />STANDARDS FOR HISTORIC PROPERTY <br />PRESERVATION AGREEMENTS <br /> <br /> WHEREAS, Section 30-29 of the Santa Aha Municipal Code states that <br />provisions of historic property preservation agreements shall include all provisions <br />required pursuant to Government Code Section 50281 and any additional provisions <br />required by City Council; <br /> <br /> WHEREAS, on Apdl 6, 2000, the Histodc Resources Commission voted to <br />recommend that City Council adopt a resolution affirming minimum maintenance and <br />improvement provisions for historic property preservation agreements; and <br /> <br /> WHEREAS, this Council desires to affirm minimum maintenance and <br />improvement criteria for historic property preservation agreements. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA AS FOLLOWS: <br /> <br />Standards and conditions for historic property preservation agreements shall <br />include the minimum property maintenance provisions outlined below and as <br />further detailed in Exhibit A, attached hereto and incorporated herein by <br />reference: <br /> <br />Owners shall maintain the historic property in a good state of repair and <br />preserve and maintain the extedor appearance of the property and its <br />character defining features. When applicable, owners shall also be <br />required to restore or rehabilitate the property to maintain its specific <br />character defining features. In such instances, a list of the specific <br />improvements required and a time frame for completion shall be included <br />in the agreement. <br /> <br />All changes to the historic property shall comply with applicable City plans <br />and regulations and conform to all U.S. Secretary of the Interior's <br />Standards and Guidelines for Historic Preservation Projects. <br /> <br />The exterior of the historic property shall be documented and the owners <br />shall maintain the property in the same or better condition as documented. <br /> <br />Do <br /> <br />A view corridor enabling the general public to see the historic property <br />from the public right-of-way shall be maintained during the term of the <br />agreement. <br /> <br />Resolution No. 2000-031 <br /> Page 1 of 5 <br /> <br /> <br />
