144 <br /> <br /> Section 3. The parking restrictions imposed pursuant to said Article XI and this <br />Resolution shall apply to any block within the Brook/Bamdal Permit Parking District only <br />after a petition signed by the owners of sixty-six percent (66%) or more of the residential <br />lots abutting such block have filed a petition with the Executive Director of the Public <br />Works Agency expressing their desire for such parking restrictions, and after signs <br />indicating the parking restrictions on such block have been erected in accordance with <br />said Article XI. <br /> <br /> Section 4. No person shall park or stop any vehicle on any portion of any <br />street, at any time, within the BrooldBamdal Permit Parking District as to which signs <br />have been erected indicating the application of permit parking restrictions and the <br />specific nature of the parking limitation, except persons and vehicles exempted from <br />such parking restrictions pursuant to said Article XI and this resolution. <br /> <br /> Section 5. Permit parking restrictions in the BrooldBamdal Permit Parking <br />District shall not apply to the side of any street adjacent to any non-residential use or to <br />any multi-family use having more than four dwelling units. <br /> <br /> Seqtion 6. Persons entitled to a permit to park in locations subject to permit <br />parking restrictions pursuant to this resolution include and are limited to the following: <br /> <br />Any person who is licensed to drive a motor vehicle and who resides in a <br />single-family dwelling located in the Brook/Bamdal Permit Parking District, <br />provided that not more than three permits may be issued at any one time <br />to the residents of any one such dwelling unit. <br /> <br />Any person who is licensed to drive a motor vehicle and who resides in a <br />multiple-family dwelling located on any lot in the BrooldBamdal Permit <br />Parking District which does not have more than four dwelling units located <br />on it, provided that not more than one permit may be issued at any one <br />time to the residents of any one such dwelling unit; and provided further, <br />that the Executive Director of the Public Works Agency may waive the <br />foregoing limitation on the number of dwelling units on a lot if he <br />determines that its application in a particular case would cause extreme <br />hardship on the residents of such dwelling units due to a severe <br />inadequacy of on-site parking. <br /> <br /> Section 7. The Executive Director of the Public Works Agency is authorized to <br />establish rules for the issuance of guest parking permits to residents of the <br />Brook/Bamdal Permit Parking District and to issue or deny such permits in accordance <br />therewith. Such rules shall be designed to limit guest parking privileges as appropriate <br />to provide sufficient parking for resident parking permit holders. Such rules may be <br />revised from time to time as circumstances require. <br /> <br />Section 8.
