165 <br /> <br />RESOLUTION NO. 2000-040 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ESTABLISHING A UNIFORM SCHEDULE OF <br />MISCELLANEOUS FEES FOR FISCAL YEAR 2000-2001 <br />AND REPEALING IN PART RESOLUTION NO. 99-030 <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOVVS: <br /> <br /> Section 1: Findings. The City Council does hereby find, determine and declare <br />as follows: <br /> <br />Each year, for the convenience of the public the City Council gathers in a <br />single document a comprehensive listing of fees and service charges <br />imposed by the City upon that limited number of persons seeking services of <br />value from the City, <br /> <br />This document is known as the "Miscellaneous Fee Schedule," and is <br />attached to this resolution and made a part hereof by this reference. Each <br />current fee or service charge is identified under the column entitled "Current <br />Fees FY 99-00" and each fee or service charge for Fiscal Year 2000-2001 is <br />identified under the column entitled "Proposed Fees FY 00-01." <br /> <br />As part of approving the Miscellaneous Fee Schedule for Fiscal Year <br />2000-2001, the vadous agencies of the City have analyzed the cost to <br />administer the various programs, activities and applications for which the <br />City charges fees or service charges. <br /> <br />The Council finds that the Consumer Price Index for all items for all urban <br />consumers ("CPI-U") for cities in the United States has increased three <br />percent (3.0%) from April 1999 to April 2000. This CPI-U for this same April <br />to April one year period for the Los Angeles-Riverside-Orange County region <br />has increased 2.4%, but for the pertinent period of analysis from March 1999 <br />to March 2000, this regional CPI-U has increased 3.4%. <br /> <br />In a few, limited circumstances, agencies have determined that the cost to <br />the City to process or undertake the services set forth in the Miscellaneous <br />Fee Schedule has increased over the prior fiscal year by approximately <br />2.7%, so that certain proposed fees for Fiscal Year 2000-2001 have been <br />increased by this amount, or by this amount rounded to the nearest five <br />dollars ($5.00). <br /> <br />Based upon these facts the Council finds that these proposed increased <br />fees or service charges represent fair and equitable fees or service <br /> <br />Resolution No. 2000-040 <br /> Page I of 3 <br /> <br /> <br />
