263 <br /> <br />RESOLUTION NO. 2000-046 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AFFIRMING CONSISTENCY BETWEEN THE <br />CIRCULATION ELEMENT AND THE MASTER PLAN OF <br />ARTERIAL HIGHWAYS <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA AS FOLLOWS: <br /> <br />SECTION 1: The City Council of the City of Santa Ana does find, determine and declare <br />as follows: <br /> <br /> A. The City of Santa Ana desires to maintain and improve the streets within its <br />jurisdiction, including those arterials contained in the Master Plan of Arterial Highways <br />(MPAH), <br /> <br /> B. The City of Santa Ana has endorsed a definition of, and a process for, <br />determining consistency of the City's Traffic Circulation Plan with the MPAH, <br /> <br /> C. The City has adopted a General Plan Circulation Element which does not <br />preclude implementation of the MPAH within its jurisdiction, and <br /> <br /> D. The City is required to adopt a resolution every even numbered year <br />informing the Orange County Transportation Authority (OCTA) that the City's Circulation <br />Element is in conformance with the MPAH and whether any changes to any arterial <br />highways of said Circulation Element have been adopted by the City during Fiscal <br />Years 1998-1999 and 1999-2000, and <br /> <br /> E. The City is required to send every even numbered year to the OCTA all <br />recommended changes to the City Circulation Element and the MPAH for the purposes <br />of requalifying for participation in the Combined Transportation Funding Programs. <br /> <br />SECTION 2: The City of Santa Ana does hereby inform OCTA of the following: <br /> <br /> A. The arterial highway portion of the City Circulation Element of the City is in <br />conformance with the latest Master Plan of Arterial Highways. <br /> <br /> B. The City attests that no unilateral reduction in through lanes has been <br />made on any MPAH arterials during Fiscal Years 1998-1999 and 1999-2000. <br /> <br /> C. The City has adopted a uniform setback ordinance providing for the <br />preservation of rights-of-way-consistent with the MPAH arterial highway classification. <br /> <br />Resolution No. 2000-046 <br /> Page 1 of 2 <br /> <br /> <br />
