The City Council shall consider as part of its annual budget, until the
Agency's obligations under the OPA referenced above expire, provision for an annual
loan to the Agency of an amount equal to the Agency's obligation to the hotel owner
pursuant to said OPA. Nothing contained herein shall be construed to compel the City
Council to fully or partially fund the annual loan payment in any one year. The City Attorney is directed to prepare, and the
Mayor and Clerk of the Council are authorized to sign, any appropriate loan documents
necessary to effectuate this Resolution.

SECTION 3.
