385 RESOLUTION NO. 2000-084 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING A REVISED HOUSING ELEMENT OF THE CITY'S GENERAL PLAN BK:I~I~00 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: SECTION 1. The City Council hereby finds, determines and declares as follows: The California Government Code requires every city to adopt a General Plan. The Plan consists of several elements, one of which must be a Housing Element. The Housing Element, in general, must be revised every five (5) years to incorporate programs, polices and objectives designed to allow the City to meet its fair share of the regional anticipated growth in housing demand. This requirement was suspended several times during the 1990's by the California Legislature due to the general recession in the State. Government Code section 65588, as amended, requires the City to adopt a revised Housing Element by December 31,2000. Pursuant to state law, the Housing Element must include the following provisions: A review of previous element's goals, policies, programs and objectives to ascertain their overall effectiveness; An assessment of Housing Needs, as set forth by the Southern California Association of Governments (SCAG) via its RHNA process, and inventory of resources and constraints; An analysis and program to preserve assisted housing developments; A statement of community goals, qualified objectives, and policies relative to the maintenance, preservation, improvement and development of housing; and · A program which sets forth a schedule of actions that the city will undertake to implement the plan's goals and policies Both the Redevelopment and Housing Commission, and Planning Commission have considered the proposed Housing Element at a regularly Resolution No. 2000-084 Page I of 3
