385 <br /> <br />RESOLUTION NO. 2000-084 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING A REVISED HOUSING <br />ELEMENT OF THE CITY'S GENERAL PLAN <br /> <br />BK:I~I~00 <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />SECTION 1. The City Council hereby finds, determines and declares as follows: <br /> <br />The California Government Code requires every city to adopt a General <br />Plan. The Plan consists of several elements, one of which must be a <br />Housing Element. <br /> <br />The Housing Element, in general, must be revised every five (5) years to <br />incorporate programs, polices and objectives designed to allow the City to <br />meet its fair share of the regional anticipated growth in housing demand. <br />This requirement was suspended several times during the 1990's by the <br />California Legislature due to the general recession in the State. <br /> <br />Government Code section 65588, as amended, requires the City to adopt a <br />revised Housing Element by December 31,2000. <br /> <br />Pursuant to state law, the Housing Element must include the following <br />provisions: <br /> <br />A review of previous element's goals, policies, programs and <br />objectives to ascertain their overall effectiveness; <br /> <br />An assessment of Housing Needs, as set forth by the Southern <br />California Association of Governments (SCAG) via its RHNA <br />process, and inventory of resources and constraints; <br /> <br />An analysis and program to preserve assisted housing <br />developments; <br /> <br /> A statement of community goals, qualified objectives, and policies <br /> relative to the maintenance, preservation, improvement and <br /> development of housing; and <br />· A program which sets forth a schedule of actions that the city will <br /> undertake to implement the plan's goals and policies <br />Both the Redevelopment and Housing Commission, and Planning <br />Commission have considered the proposed Housing Element at a regularly <br /> <br />Resolution No. 2000-084 <br /> Page I of 3 <br /> <br /> <br />
