EXHIBIT "B" <br /> <br />FINDINGS OF FACT FOR CONDITIONAL USE PERMIT NO. 2001-08 <br /> <br />Will the proposed use provide a service or facility which will contribute to the <br />general well being of the neighborhood or community? <br /> <br />The proposed residential care facility for mentally disabled adults will contribute to <br />the overall general well being of the neighborhood as the facility will help address <br />the shortage of these facilities in the City. <br /> <br />Will the proposed use under the circumstances of the particular case be <br />detrimental to the health, safety or general welfare of.persons residing or working <br />in the vicinity? <br /> <br />The proposed use will not be detrimental to the health, safety and welfare of <br />persons in the area as a management plan will be required for the facility. This <br />plan will document the operation of the facility, including how residents will be <br />monitored on the premises. Additionally, a condition of approval has been <br />included which prohibits other types of care facilities, including drug and/or alcohol <br />rehabilitation. <br /> <br />Will the proposed use adversely affect the present economic stability or future <br />economic development of properties surrounding the area? <br /> <br />The development of the site with a care facility will affect the economic viability of <br />the area as the applicant is proposing to make a substantial investment in <br />improving the physical appearance of the property, including repairing and <br />repainting the structures. Additionally, major landscaping improvements are also <br />proposed that will assist in improving the economic stability of the area. <br /> <br />Will the proposed use comply with the regulations and conditions specified in <br />Chapter 41 of the Santa Aha Municipal Code for such use? <br /> <br />The project will be in compliance with the applicable provisions of Chapter 41 of <br />the Santa Ana Municipal Code as well as the provisions included within the <br />Specific Development Plan No. 71 (SD-71) zoning district. <br /> <br />Will the proposed use adversely affect the General Plan or any specific plan of the <br />c y? <br /> <br />The proposed project will not adversely affect the General Plan or North Harbor <br />Specific Plan. The use will be compatible with the Low-Density Residential (LR-7) <br />General Plan designation and with the Single-Family Residence designation of the <br />North Harbor Specific Plan. <br /> <br /> <br />
